Bringing Down Heb'Jin is available too early, the 1st time player reaches Zim'Torga.
It should be available only after completing Sealing the Rifts, at the same time as Scalps! gets available. Same as before, from quest description itself it shows that NPC should not have a clue that player is going to Heb'Drakkar for scalps.
