feat: per-site "Whenever playback rate gets changed by other scripts" option #101

Users need to set this per-website. E.g. on YouTube it should be "I want to control...", on Twitch it must be "...changes playback rate in an unexpected manner..."

The option was introduced in ce1976dd1313332ba519e362d5414e2b9a1a94f5, then there was this hack aacc6d5c4

Instead of having this as a table on the options page, it's better to put this inside of the popup as a simple select.
