The manager doesn't check steam status - it just tries to connect to the public API and download the workshop item descriptions.
The top right description comes from the mod file itself, while the rest of the data comes from the API.
I think this might be a transient issue, so please close the bug if it has resolved itself in the meantime.

update: just tried to reinstall modmanager, nothing. same result
