Localisation of Latin country leaders for non-Latin alphabet languages: replacing names with tags, adding tags to characters files (EN, FR, DE), creating a characters file in Russian (70% translated).

Due to the fact that in some country files (history/countires folder) few character names are not presented as tags, but simply written in quotes, it is impossible to localise these names by changing files in the localisation folder. They will always be displayed in Latin in any of the non-Latin localised languages - Russian, Chinese, Japanese, etc. The names of country leaders have now been replaced with tags.
