Characters, history/countries (EN, FR, DE, RU)

Replacing names with tags (14 countries) for "create_corps_commander" and "create_field_marshal" fields.
Adding tags to characters files for "create_corps_commander" and "create_field_marshal" fields.

Country names (RU):

File ww1_countries_l_russian.yml was deleted, all data was moved to the zreplace_countries_l_russian.yml file (for correct mod operation).
Added missing country names - TUK, HSR, QIN, CPM, ZHC, FEC.
Corrected the names of some countries (incl. some names have been corrected to real historical names in Russian).
