Integration of Khiva and Bukhara

The Khanate of Khiva and the Emirate of Bukhara are two Uzbek states that existed in Central Asia from the Middle Ages until 1920, when they were sovietized and then incorporated into the Soviet Union. They were nominally never part of the Russian Empire, being considered its protectorates.

On the 19th century (and some modern) maps they are shown both as part of the Russian Empire and as individual countries (below are examples of maps with individual countries).

However, since the Russian Empire had complete control over these two states, on many maps Khiva and Bukhara are included in the empire. By the way, on Wikipedia too. Well, in this mod too, of course.

So, I propose to make changes to the mod so that Khiva and Bukhara are considered protectorates of Russia, with their own countries leaders and economic policies.

P.S. In 1917, Khiva and Bukhara declared independence, which was recognized first by the Provisional Government (Kerensky) and then by Soviet Russia (Lenin). In the 1919 scenario they could also be shown to be completely independent.

6. Changed files for states that were affected by the creation of the new two states (405, 584, 585, 732, 742).
7. Changed files for strategic regions that were affected by the creation of the new two states (267, 269, 270).
8. Added airports and rocketsites for two new states (map\airports.txt and map\rocketsites.txt).
9. Added localisation (EN, DE, FR, PL, RU) for two new states.
10. Added localisation (EN, DE, FR, PL, RU) for new victory points.
11. Added localisation (EN, DE, FR, PL, RU) for political parties of created countries.
12. Added localisation (EN, DE, FR, RU) for political leaders of created countries.
