CEUR-WS cache not filled properly on server startup #12

When starting the server with ./run -s The cache/ceur-ws-events-.json file is empty: {"events": {}, "eventsByAcronym": {}, "mode": "json", "name": "ceur-ws", "py/object": "ptp.event.EventManager"}

instead it should have the some 2600 events from the sampledata
