there should be a hierarchie of queries:

public
user group
personal

which may have different edit rights and then a user can select queries for which he has got rights

So queries start as personal queries and can be flagged as "public" meaning everyone is a member of the usergroup "public". There may be new usergroups set up by the admin and queries can be made available for such usergroups.

Of course having the usergroup in fb4 as a blueprint is useful.
