Create buttons that open game's and Super BLT's crash log dir #16

I would like these buttons to be in settings.py using the os module's os.startfile()

There are two crash logs, one is located in gamepath/mods/logs and the other is found in C:\Users\Username\AppData\Local\PAYDAY 2

One dir is from mods and the other is from the vanilla game
