Different Modes for Develop County #15

General

[x] Add decision for calling event, wherein the mode can be selected.
[x] Add event wherein the desired mode can be selected.
[x] Add mode conditions to immediate block of event overwrite
[x] Add localization with flavor text.

Modes

[x] Add Default Vanilla Mode. If automation has been enabled, but runs out of target which to this mode.
[x] Add Automation Focused Mode, where Develop County Task jumps to another target when development reaches the limit.
[x] Add Automation Scatter Mode, where Develop County Task jumps to another target when done.

All tasks has been completed, but it currently doesn't move/send letter when it should. Aside from that all the ones that are ticked of has been implemented.
