Is it only for replays, or in game it looks the same?

You can see the PIP in the intro and replay after a race.
I didn't see any PIP during the race.

It's not a PiP. This is a frame buffer effect: special dynamically rendered 
texture used as reflection on car windows. You must not see it at all. If you 
do, you selected wrong frame buffer mode. Frame buffer objects must be used for 
this game.

Is it possible to make "Frame Buffer Objects" a game specific option in the ini?

Yes, it would make sense. There are other games, which work correct only with 
FBO.
