Very rare occasion where Prop Menu don't get their data because they don't receive the prop list data from server on PostInitEntity

Fixed with workarounds:

Added delay for Host/ListenServers with at least 3 seconds to receive their prop list.
On Dedicated server, list will be sent after 0 second (Next Frame) of dedicated server perspective.
