[Feature Request] Permission Editing UI #65

Is your feature request related to a problem? Please describe. Datagrip is not ✨silly✨ friendly

Describe the solution you'd like I would like a UI on (super) admin portal to be able to grant users permissions. This related to issue #64 for volunteers being granted permission to do this

Describe alternatives you've considered I guess we could just not be secure and give everyone super-admin

This should include permissions for a super-admin who has the ability to grant admin permissions to other users as well as revoke it. Otherwise, admins should be able to do the above
