(Sub-PR) Change backend database to PostgreSQL #223

This is a sub-PR to be merged to #210 Rails Backend

This PR implements the following changes:

Updates ruby version from 2.6.3 to 2.7.2
Changes the database from SQLite to PostgreSQL
Updates README with instructions about the dependencies and how to deploy to Heroku

@ann-kilzer I sent an invitation to your email a while ago, the team dashboard on Heroku says it's pending, can you check your inbox or maybe spam inbox to see if it's there?
