replace vuetify with tailwind css #288

vuetify does some things that don't play nice with other libraries, and because it's still in beta for vue 3, it's blocking a lot of the upgrades we want to make.

After speaking with @RageZBla I'd like to propose migrating this site to tailwind, part by part. Let's add the basic framework in this ticket and then we can divvy up the work component by component.

There will be some changes switching from a Material to a more open ended framework. Perhaps we can build some basic "card" components and do a "material light" style
