Select Circle (Economist) - at pair programming/learning session

As an economist, I want to be able to select a circle for which KPIs I want to report.

Acceptance criteria:

• [x] The first step of the reporting tab contains a clearly labeled "Please select the circle you want to insert KPI" header.
• [x] I can only select a circle I am assigned to (for mockup only).
• [x] The circle name is clearly displayed.
• [x] Optional: Under the circle name there is an example of the circle's KPI.
• [x] I am able to enter the circle.
• [x] Upon clicking on "enter circle" a reporting page opens.
