Prepare the chart component #88 #90

I´ve created a reusable chart component as requested on task https://github.com/orgs/WomenPlusPlus/projects/28/views/5?pane=issue&itemId=41704931 .

I used recharts library with React + typescript for created this reusable component.

additionaly I´ve created a simple page for use and show the chart with dummy data( until I have the data form the backend and endpoint)
