User (Circle Belonging) Management

As an admin, I want to have an option to assign circles to economists so that they only report values for the KPIs of their responsibility.

Acceptance criteria:

• [ ] Admin page contains section to assign circles.
• [ ] The section contains a list of economists (their emails).
• [ ] For each economist, there is an option to assign a circle.
• [ ] The economists can only see on their page the circles that are assigned to them.
