Disable updates in Settings #274

On a localhost it takes minutes (less on a server but also long) to check for updates.

Please add a feature in settings to be able to disable updates completely.

@zenull hello.

This used to be an issue on older versions of WonderCMS.

Which version are you runnig? Also please provide more details regarding your server as our local tests don't take more than 3 seconds.
