Content formatting is erratic when displaying code on some pages #1561

Issue Description

The inclusion of code samples in the developer documentation is leading to display issues.

Additionally, the “before” and “after” examples are both converted on that page, so there is no visible difference.

TIL: The quotes ” are called Smart Quotes - they break formatting in CLI arguments!

May have to do with the phpdoc-parser
