If you explain what category base and tag base are useful for, as possibly more beginners than just me have no clue what a base even is. But maybe not. Thanks.

I found this article confusing. Pretty and Almost Pretty Links are talked about and to the reader those sound like the best option. And yet, when the WP options are listed, the article doesn’t clarify which option(s) are the pretty or almost pretty links.

It’s not clear where one finds the Optional settings section, in order to create permalinks for category and tag archives. It isn’t displayed as a field in the first screenshot.
