Migrate CSS page from Codex to HelpHub #327

This page is linked to from WordPress customizer (Additional CSS) panel. image

How will this new page help you?

It will be in new documentation where we direct all end users to look for information.

It's created: https://wordpress.org/support/article/css/

The links on the article that have equivalent on HelpHub are replaced.

The rest remain the same.
