[Themes] Moving Codex Theme Development to Theme Handbook #380

The Codex Theme Development page is packed with a lot of information on one page, and it may take some time to edit and sort the contents into appropriate pages within the Theme Handbook.

As a temporary solution, I think the Classic themes page is a good option as a new home for now. It also helps to have only one redirect link on the Codex page.

Also, I think the following sections can be removed as the Theme Handbook already have the same information.

@carolinan Do you've any suggestions? If the recommendation from @TeBenachi is good, I can work in this.

I think we should be very careful when copying content from codex to any section, because we need to check that it is correct, up to date, and not duplicate.

The section that were mentioned to have the same content, need to be confirmed (check that it matches and that no information is lost).

Do you know what to do with the codex page afterwards?

I have done some work on this task today, but there is still more to do.
