It would be useful for the project to have a single page to refer to that clarifies the structure of the WordPress ecosystem in clear, easy-to-translate language with a simple UI, emphasizing what is and is not within the purview of wordpress.org.
Such a page would serve many purposes, including educating new contributors and serving as a single reference that Make teams can point to when needed.
Backstory: The plugin team routinely gets abusive engagement from both developers and users.
A significant portion of these instances stem from the user/developer's misconception of the WordPress ecosystem, including the relationship (if any) between third-party plugins and the WordPress plugin directory.
This misconception/misunderstanding is also reflected in the recurring confusion reported around the forums and "support" for plugins and what party is responsible for support or problems with plugins (both free and paid). (This is also applicable to themes.)
Ways this is currently being addressed:
Support is being renamed as Documentation
A new taxonomy has been introduced differentiating between community and commercial plugins
New UI elements have been introduced emphasizing the appearance of and differentiating between links to forums/community support and developer's support.

[ ] evaluate current state of documentation for users/developers regarding the structure of the WordPress plugin and theme ecosystem, in coordination with plugin, theme, docs teams.
[ ] coordinate with above teams to determine content needed for single page documenting the WordPress ecosystem with a clear, easy-to-translate language and simple UI, emphasizing what is and is not within the purview of wordpress.org.
[ ] if needed, produce the above by updating, revising, or amending existing documentation. (This process may need to be a separate ticket.)
