Update Roadmap page with 2024 goals #373

It would be good to update the Roadmap page with the 2024 goals for the project. Below are the suggested changes:

To support the vision set in State of the Word 2023, the project has three main focuses for this year:

  • CMS: Test, iterate, and ship Phase 3 of the Gutenberg project.
  • Community: Continue to support the WordPress community through learning, events, and mentorship of current and future contributors.
  • Ecosystem: Address the difficulty in moving platforms through the Data Liberation project and streamline existing review processes across repositories.

Additionally, under the "Currently planned releases" section, we can add a link to Trac and the 6.5 release date (as in previous page versions):

@Bringmannn, following last year's process, could you help review the suggested edits and update the copy on the page? cc @ndiego for visibility/awareness.
