Cherrypicked the commit from #851 to see if that gets us a passing build.

The upload/download issue is now fixed, but the upload to codecov is being troublesome, though that has been the case for a few weeks now and AFAICS is unrelated to this PR.

Note: I've bumped this out of the 2.0.x range and to the 2.1.0 release as there is still a known issue with this upgrade. See https://github.com/actions/download-artifact/issues/249 for more information.
