Release checklist for 2.0.12 #872

I've removed #847 from the above checklist as it needs #849 which introduces a new method, so should be in a minor, not a patch release.

I've also removed #871 as the 2.0.x branch doesn't support PHPUnit 10 yet, so the PR is only relevant for Requests 2.1+.
