As Firefox is an OpenSource and Without Spyware browser, that's logic than it have to be first.

Why google which is a proprietary, spied browser ?

Thanks for the PR! However, no one browser is being recommended over another (excluding IE). The site advocates the use of the latest version of each browser listed. Were the site to recommend one or more browsers over the others, it would make such a recommendation more prominent than the order they are listed.
