Formatting Tips and shout outs.

What is expected for first and second reviewers?

Copy-editing should happen in the first review in Google Doc The second review should happen as draft post on the site and follow publishing standard and pre-publish check list. If there are necessary copy-editing changed to be made, communicate them in comments of the GitHub issue rather than introduce changes to the draft post on the site.

With the 3rd phase of Gutenberg, we should be able to better collaborate on text changes on the WordPress site. Until then, let's try to make all copy-editing changes in the Google Doc.
