Pledges with either 0 hours or 0 individuals should be hidden #251

Currently a pledge with 0 hours and 0 individuals are still public, although they do not appear in the pledges list.

After a suitable time period, it should be set to deactivated ideally.

We can make use of the pledge template here, as hours and contributors are available within the page itself, but unsure how this should be display?
