Block drag & drop not working on large touch devices (landscape tablets).

Describe the bug

Edit - this was originally reported as an issue in Firefox's dev tools (responsive mode), but it seems to be an issue when dragging blocks on landscape tablets too (https://github.com/WordPress/gutenberg/issues/15795#issuecomment-741518221)

Drag&Drop in Responsive Mode in the Firefox browser doesn't work. In addition, if you DnD in RDM and then go back to normal mode, some block interactions are broken.

Tested on: Ubuntu Linux Browser, Firefox 67, using the wp/5.2 branch. This also happens in macOS 10.14.3, Firefox Quantum 66.0.5 as reported originally by @maddisondesigns.

To reproduce

• Open the Firefox browser and go into Responsive Design Mode.
• Drag&Drop any block. Note that it doesn't work.
• Go into normal mode.
• At this point, some blocks don't work properly (you can't move them, on select a block the gray DnD placeholder may be shown, etc).

Actually, this one I can reproduce on a landscape tablet, instead of dragging a block the whole page is scrolled, so re-opening.

There hasn't been activity on this for years now, so I'm closing. If necessary, we can reopen with better details and accounting for the last updates in the block editor.
