I am unsure if this exactly solves it but I wanted to link in the work by @shaunandrews recently on the document settings in case that might be another angle to this: https://make.wordpress.org/design/2021/09/16/document-status-and-visibility/
Since the permalink is available on the sidebar settings, the suggestion to have it next to the Publish/Update button can be considered a request for enhancement. Probably not a bug at this point.
Replacing the bug with the enhancement tag.

Describe the bug

The permalink 'link' that was available in the post title block in 5.4 is now missing from 5.5. If a user wants to access their permalink after updating or publishing the post or page the only option is to mouse to the opposite corner of the dashboard before it disappears. This is terrible for users with limited mobility
The link has been moved into the Permalink section of the Document tab in the Settings sidebar. This means there is a persistent link available, but its discoverability is low.
Expected behavior
A persistent Permalink link next the Publish/Update button should be available and easily tabbed to by users with limited mobility.
