Pages List: Add support in the Navigation panel #40882

Theoretically would it possible to re-order items in the Pages List block by updating Page order? If that is the case then we could potentially list the pages in the Navigation panel:

We could then surface the "Convert to links" UX in a few additional ways, for example if you attempt to remove an item in Pages List:

There was a similar comment about that here - https://github.com/WordPress/gutenberg/pull/39087#issuecomment-1050659139.
