I'd imagine the proposed implementation would fall more under plugin territory.
However, it can now be done with a Paragraph block in the Single Post template. Or, it can be stored as a reusable block for use on a per-post basis.
@justintadlock It would not need to fall under plugin territory. It would be better as a Gutenberg feature. There is always a license on any post created. Users should have an easy way to customize the license without paying a third-party a yearly fee for such a basic feature.
There is no custom drop-down reusable block option. A paragraph block does not create a custom dropdown. It creates a paragraph.
Also, there is no way to change the formatting of a paragraph block from paragraph to small without the use of custom html code. A new user is not going to use custom html code in WordPress.
In my opinion, WordPress should strive to make features easy for new users instead of making users rely on expensive or complicated solutions.

What problem does this address?
Since WordPress is an open source community users should be able to set a Creative Commons license on the post and media they might embed. This might encourage more users to create posts under Creative Commons licenses. It is ridiculous that WordPress is supposed to be for the opens source community but it doesn't do anything to allow users to easily make their content freely available to others.
What is your proposed solution?
