Footnotes: Allow setting for font size #52310

What problem does this address?

When adding a footnote to a Heading element (or other element) with a large font size - the footnote marker appears at a large size as well. This is not always aesthetically pleasing.

What is your proposed solution?

Provide a control for the footnote (in some way) to set a custom font size.

I had the same thought @jordesign. For now, a partial workaround is to group the footnotes block and style the parent group.
