Navigation block having issue in editor side when justify-content: space-between is choosen.

Description

Navigation block if we use the justify-content :- space-between that is not making any change in editor side.

Step-by-step reproduction instructions

1. Choose Navigation block.
2. Add some page-list or search block.
3. Now apply justify-content:- space-between.

You can able to see that can not make any difference in editor side.

I tried testing the ticket again and can con here are the steps to reproduce it:

1. Choose Navigation block
2. Add some page-list or search block.
3. Now apply justify-content:- space-between and set the overlay menu to Off. It will work properly when set to Mobile
