In HTML we have heading level 1 to 6. Which usually means a theme needs to have at least 6 font sizes, unless the theme designer and content creator wants to re-use one size.
Even then, one size will need to be the same as the default paragraph size.
I am aware that this is opinionated and subjective, but I believe this opinion is shared with others and not mine alone:
The "t-shirt size control" is a better user experience than the drop down which is used when there are more than five font sizes.
It is not always the easiest decision: either compromise on the typographic design or compromise on the user experience of selecting and applying the sizes.
So I consider the typographic need of being able to style all 6 heading levels a good reason for fitting six sizes in this control instead of five.
