Duplicative link control label and placeholder #66313

Noted an unintentional regression with https://github.com/WordPress/gutenberg/pull/65458.

This is not ideal an idea UI/UX to have duplicative labels. Both the label and the placeholder serve a similar purpose, but they don’t differentiate themselves enough in meaning or function. This is redundant:
