DataViews: reorganize docs for actions #67159

What?

Creates a top-level section for actions, so their properties can be referenced via URL hash. It also creates the proper space to improve the docs for each section.

This doesn't change the fundamentals, other than moving it to a different place and add a couple of clarifications.

Read new section.
