Feature request/bug description

1. Enable troubleshoot mode.
2. Disable troubleshoot mode. If debug is activated then following is logged.

setcookie(): Passing null to parameter #2 ($value) of type string is deprecated in C:\wamp64\www\wordpress\wp-content\mu-plugins\health-check-troubleshooting-mode.php on line 620
