add detailed information about how to write notes to the "Get Involved" Page

We should add some documentations on how to write notes and how the process is to write notes like:

1. Request access to make.wordpress.org/hosting/wp-admin
2. Copy Meeting Template using the duplicator plugin
3. Write Notes
4. Set status to "Pending for review"

Additionally it might also makes sense to add a separate page about the content of our notes to make sure everything is included.
