This PR seeks to simplify the meta-environment setup

It is dependent on https://github.com/Varying-Vagrant-Vagrants/VVV/pull/1939 being merged.

Primarily it moves the meta-environment configuration to the VVV repo, the config was partially already included, now it is all included and makes installing much simpler.
