Use pre-commit from `.pyz` executable

Description

This PR updates the just recipes precommit and lint to setup and run pre-commit as a self-contained .pyz executable, using the same code as the frontend.

Testing Instructions

Run just precommit followed by just lint. You should not face any errors.
