Add staging deployment action for the API

Description

This is a follow up to https://github.com/WordPress/openverse-infrastructure/pull/353 which fixes the deployment action for multiple containers.

This PR modifies the API deployment actions to:

Publish images to ghcr.io on every push to main (currently on every push but that's just for testing, I'll come back and fix that after I know it works)
Deploy to staging on ever push to main (same caveat as above)

Testing Instructions

I'm hoping to test this as part of this PR.
