Remove the `old_header` code #2163

Problem

We used the new_header feature flag to develop the new layout without it affecting the production site. Now that we have set the new_header as the default on https://openverse.org, we can remove all the unused code.

Description

The following items need to be removed:

conditional formatting in the components/pages/layouts
old layouts and components
old tests
old Playwright navigation utilities
