Pixabay has some CC0 content upto 2019-01-09. Content uploaded after this date is licensed under their own custom license which is incompatible with CC. Read the ToS.

Their API (search images and search videos) does not provide filtering by license in the request and does not provide the license information in the response.

I was going to close this issue but I found a contact form for questions about the API. I've reached out with the following text to see if they would be able to facilitate querying either by license or publication date:

Hello Pixabay, I am reaching out on behalf of the WordPress Foundation's Openverse project. Openverse (formerly CC Search) is a search engine for openly licensed media. You can read more about the project here: https://openverse.org/about

We've noticed that Pixabay hosts CC licensed content for works published prior to January 9, 2019 (according to your Terms of Service) and hope to be able to include these in Openverse. However, the API does not appear to have any mechanism for filtering works by publication date or license. Is it possible such a feature could be added to facilitate inclusion in Openverse?

Openverse catalogues works from dozens of sources, including Flickr, Wikimedia, Jamendo, and Nappy. You can read more about our sources here: https://openverse.org/sources.

Openverse does not have any means to facilitate a custom license like Pixabay's proprietary license, so we would only be able to include the works licensed under CC0.

We hope to hear back soon and look forward to partnering with y'all if possible.
