@WordPress/openverse-maintainers I don't have access to the infrastructure repo anymore, but just noting that this should probably reflect whatever version is being used currently in RDS for the database (rather than the latest available Postgres version).

Similar to #5104, we may just want to upgrade the minor version instead.
