Update link to running DAGs in runbook

Description

The filters were changed at some point with an Airflow update, so this is a small fix for updating the link to running DAGs in the Catalog deployment runbook.

Testing Instructions

Follow the link to the updated docs in the comment below, and observe it gets you to the correct view in Airflow, even if you had something else selected before, like the status=paused DAGs.
