Outline needed API test cases to increase dependabot confidence #729

Problem

We need to determine which test cases we need to increase our confidence of merging Dependabot PRs. Is our current coverage sufficient? What are we missing?

@dhruvkb this was previously something you volunteered to do; do you think it's still necessary, or have we had enough success with dependabot that we can merge this? The recent addition of the smoke test in WordPress/openverse-api#723 seems like a step in the right direction 😄

There is still significant scope for us to improve our tests. I'd recommend keeping the issue open and in the Backlog.
