Prevent Props Bot from running on closed/draft PRs.

What?

This syncs the improvements made in https://github.com/WordPress/gutenberg/pull/58616 and https://github.com/WordPress/gutenberg/pull/58617:

• The bot will no longer run when a comment or review is deleted. This almost never should happen, and when it does the list can be regenerated with the label if necessary.
• The bot will no longer run when a PR is closed.
• The bot will no longer run when the PR is a draft.

Why?

This helps eliminate some of the runs that are unnecessary.
